US Troops Plan to Protect Voters...

Well someone please tell me how reporting US troops plan to protect voters and votes in Iraq is news? I mean did ANYONE think that US troops would not be involved? The story should be that the "constitutional referendum" vote is taking place, but maybe it is just me.
